{"id":29037,"date":"2019-06-19T10:08:20","date_gmt":"2019-06-19T09:08:20","guid":{"rendered":"https:\/\/www.hadalsame.com\/?p=29037"},"modified":"2019-06-19T10:08:20","modified_gmt":"2019-06-19T09:08:20","slug":"the-political-dimension-to-the-usaid-move-to-mogadishu","status":"publish","type":"post","link":"https:\/\/www.hadalsame.com\/2019\/06\/19\/the-political-dimension-to-the-usaid-move-to-mogadishu\/","title":{"rendered":"The &#8216;political dimension&#8217; to the USAID move to Mogadishu"},"content":{"rendered":"<p><span style=\"color: #0000ff;\"><strong>(Mogadishu) 19 June 2019<\/strong><\/span> &#8211; The U.S. government reopened a permanent mission of the\u00a0<a href=\"https:\/\/www.devex.com\/organizations\/united-states-agency-for-international-development-usaid-45096\">U.S. Agency for International Development<\/a>\u00a0in Somalia on Monday, 28 years after it closed when civil war led to the collapse of the central government.<\/p>\n<p>The decision to reopen a mission, according to USAID, was fueled by the Somali government\u2019s \u201ccommitment to meaningful reform and re-engagement with the international community.\u201d<\/p>\n<div class=\"text-box float-right\">\n<p>The United States is the largest donor of humanitarian assistance to Somalia, providing nearly $672 million since 2018,\u00a0<a href=\"https:\/\/reliefweb.int\/report\/somalia\/usaid-administrator-mark-green-announces-185-million-humanitarian-assistance-people\">according<\/a>\u00a0to USAID.<\/p>\n<\/div>\n<p>This move is part of a series of steps taken by the U.S. government to revive ties with the East African nation. Last year, the U.S. government reestablished a permanent diplomatic presence in Somalia, which was also severed in 1991.<\/p>\n<p>\u201cWe want to help advance peace and stability, strengthen governing institutions, and help create the conditions for economic investment and growth,\u201d said USAID Administrator Mark Green during a ribbon cutting ceremony in Mogadishu on Monday.<\/p>\n<h2>\u2018Political dimension\u2019<\/h2>\n<p>But the reopening of the USAID mission also has a \u201cvery political dimension,\u201d said Matt Bryden, strategic adviser to<a href=\"http:\/\/sahan.global\/\">\u00a0<\/a><a href=\"http:\/\/sahan.global\/\">Sahan<\/a>, a Somalia-focused think tank. It could be used to bolster the central government\u2019s dismissal of federal member states, he said.<\/p>\n<div class=\"adbutler\">\n<div id=\"placement_282414_0\">\n<div id=\"served_282414_0\">The Federal Government of Somalia was established in 2012 under a provisional constitution, with six member states, including Somaliland,<strong>\u00a0<\/strong>Puntland, Galmudug, Hirshabelle, South West State, and Jubaland. It also includes an administrative region in Mogadishu, where the central government is located. Despite international efforts to stabilize the country, the central government in Mogadishu still has limited reach.<\/div>\n<\/div>\n<\/div>\n<p>The relationship between these member states and the central government is tense, with disagreements including how the central government has handled security, how much autonomy should be given to member states and how foreign aid should be distributed.<\/p>\n<p>\u201cUnder the current administration, we\u2019ve seen a very highly centralizing, monopolistic approach to this state-building process, which has alienated most of the federal member states, and much of the population,\u201d Bryden said.<\/p>\n<p>This political impasse has \u201ccontinued to hamper progress on key political and security processes,\u201d according to a U.N. Security Council\u00a0<a href=\"https:\/\/reliefweb.int\/report\/somalia\/report-secretary-general-somalia-s2019393\">report<\/a>\u00a0from May.\u00a0<a href=\"https:\/\/reliefweb.int\/report\/somalia\/report-secretary-general-somalia-s2019393\">\u00a0<\/a><\/p>\n<div class=\"subscribe-to-panel\">\n<div class=\"subscribe-to-title\">Get development&#8217;s most important headlines in your inbox every day.<\/div>\n<div class=\"subscribe-to-form\">\n<div class=\"newswire-subscription-form\">\n<form id=\"mktoForm_2180\" class=\"form-inline mktoForm mktoHasWidth mktoLayoutLeft\" role=\"form\" novalidate=\"novalidate\">\n<div class=\"mktoButtonRow\">Moving the USAID office from Nairobi, Kenya, to Mogadishu would have symbolic implications that could increase tensions between the central government and member states, Bryden said.<\/div>\n<div><\/div>\n<\/form>\n<\/div>\n<\/div>\n<\/div>\n<p>\u201cThe U.S. is widely perceived as one of the most supportive Western partners of a centralist approach that encourages the federal government to feel that it can ignore the provisional constitution and get away with dismissive relations with the federal member states,\u201d he said.<\/p>\n<p>\u201cThe opening of a USAID office is likely to reinforce the impression that the federal government has the wind at its back and can count on external financial largesse.\u201d<\/p>\n<h2>Elections, security, debt relief<\/h2>\n<p>General elections are expected to be held next year in Somalia \u2014 the first popular vote in the country since 1969. The current president was elected by members of parliament. The African Union is also transitioning out of its security role, with the Somali security forces expected to take over this responsibility. The country is also seeking debt relief.<\/p>\n<div class=\"adbutler\">\n<div id=\"placement_282414_1\">\n<div id=\"served_282414_1\">\u201cThe most constructive thing external powers can do is encourage the federal government to engage with the federal member states and negotiate the completion of the transition,\u201d Bryden said.<\/div>\n<\/div>\n<\/div>\n<p>Green, during a press conference in Nairobi on Tuesday, said that the U.S. government has placed pressure on the central government to cooperate with federal member states in its conversations about reforms needed in order for Somalia to achieve debt relief.<\/p>\n<p>\u201cA big part of that is making sure they are connected with, working with, listening to, and partnering with the external governments,\u201d he said. \u201cSo that we have a government that represents not merely one part of the country, but the entire country.
